【币界】Hong Kong regulatory authorities plan to open stablecoin license applications in the first quarter of this year, marking the formation of a more comprehensive digital asset regulatory framework. According to official disclosures, the stablecoin license system will be officially established in 2025, at which time strict reserve requirements and risk management standards will be adopted.
This move complements the existing exchange license system — currently, 11 institutions have been approved to operate, including well-known platforms like OSL and HashKey. More notably, Hong Kong is building a complete ecosystem that covers stablecoin issuance, exchange trading, and asset tokenization. The advancement of tokenization projects such as Project Ensemble further fills the gaps in this system.
From reserves to risk management, and to trading clearing and settlement, Hong Kong is using regulatory tools to build a institutional framework for Web3 finance. This not only attracts institutional participation but also provides retail investors with clearer compliance expectations.
