Inner Mongolia's First Case! Illegal "Black Fly" Drone Seized by Hohhot Police

Xue Moumou was administratively punished by the police for illegal “black drone” flights, becoming the first case in Inner Mongolia of illegal “black drone” flights being investigated and dealt with.

On March 16, the Drone Application Brigade of the Public Security Bureau of Hohhot City’s Security Management and Special Patrol Police Department received a report from the Airport Public Security Sub-Bureau that a drone was flying illegally over the terminal building of Shengle International Airport. On the same day, Inner Mongolia Airspace Information Development Company also reported the same incident to Helinger County Public Security Bureau.

After receiving the report, the two departments quickly activated a joint case-handling mechanism, established a special team to analyze clues and conduct technical verification. The investigating police worked overnight to track and monitor, successfully locating the suspect Xue Moumou on the morning of March 17.

Xue Moumou’s illegal drone was confiscated by the police.

According to investigations, since January 2026, Xue Moumou had repeatedly flown drones illegally in controlled airspace in Hohhot, Baotou, and other areas, with flight altitudes reaching up to 500 meters, without approval for controlled airspace, posing significant safety risks. On March 15, Xue Moumou operated a drone within the clearance protection zone of Shengle International Airport to shoot entertainment videos, reaching a height of 500 meters for about five minutes, capturing footage of the terminal and runway. His actions violated regulations on unmanned aircraft flight management and directly endangered airport safety and overall aviation operations.

Legal investigations confirmed that Xue Moumou operated a micro drone in controlled airspace without approval, flying at excessive altitudes and intruding into the airport clearance zone, which constitutes a serious violation. Xue Moumou admitted to the illegal acts without objection. According to Article 51 of the Interim Regulations on the Flight Management of Unmanned Aerial Vehicles, the public security authorities confiscated the illegal drone and imposed a fine of 2,000 yuan.

Police reminder: Drone flights must strictly comply with national laws and regulations. No unauthorized flights are allowed in airport clearance zones and controlled airspace. Drone enthusiasts are urged to consciously abide by regulations, apply for airspace approval lawfully, and conduct standardized flying to jointly maintain airspace order and aviation safety. The police will continue to intensify efforts to investigate illegal activities such as “black flights” and resolutely strengthen the safety defense line of aviation.
