Three Major Elements Work Together to Empower "AI+" to Take Root in Fields and Workshops

In response to the development trend of digital technology and artificial intelligence, the “14th Five-Year Plan” outline proposes to “coordinate the advancement of computing infrastructure, model algorithm development, and high-quality data resource supply, building a solid foundation for digital intelligence development,” guiding the deep integration of “AI+” to empower the real economy. Promoting the coordinated interaction of the three key elements—computing power, algorithms, and data—allows digital intelligence capabilities to truly take root in fields and workshops, injecting strong momentum into high-quality economic development.

Since the 14th Five-Year Plan, China’s scale advantage in digital intelligence development has continued to emerge. By June 2025, the total computing capacity nationwide will reach 962 EFlops (a measure of computational performance), with over 80% of it being intelligent computing power; in 2024, China’s total data production will surpass 40 Zettabytes (ZB). Rapid iteration of general large model technologies has laid a resource foundation for intelligent development. However, bottlenecks restricting large-scale AI deployment remain prominent, mainly reflected in mismatched supply and demand for computing power, repetitive algorithm development, and inefficient data circulation. The disconnection among the three elements hampers the effective transformation of scale advantages into development momentum.

On March 6, at the Fourth Session of the 14th National People’s Congress, Zheng Shanjie, Director of the National Development and Reform Commission, stated that by the end of the “15th Five-Year Plan,” the scale of AI-related industries will exceed 10 trillion yuan. To achieve this goal, breaking through collaboration bottlenecks is essential. A three-in-one collaborative system of “computing power as the foundation, algorithms as the core, and data as the wings” should be built to enable mutual empowerment and cyclical interaction among the three elements, transforming scale advantages into the competitiveness of digital intelligence empowering the real economy.

Computing Power as the Foundation: Reconstruct a supply system that supports collaboration and strengthen the underlying support for element linkage. Shift from “mainly building” to “building, operating, and empowering inclusively,” coordinate the nationwide integrated computing network and data center layout, and improve cross-regional flexible scheduling mechanisms. Make computing power a readily accessible public resource, providing fundamental support for large model training and cross-industry data processing, while also reducing barriers for agriculture and small-to-medium manufacturing enterprises through edge computing deployment and inclusive services, facilitating algorithm implementation and data application.

Algorithms as the Core: Use scenarios as the link to connect the value chain of collaboration, becoming the hub connecting computing power and data. In line with industry transformation from “large-scale model training” to “effective use of models,” coordinate the dual-driven approach of general large models and industry-specific models to avoid redundant low-level development. Anchor on real production scenarios in fields and workshops, build a virtuous cycle of “scenario data feeding back into algorithm iteration and inclusive computing power supporting lightweight deployment,” ensuring algorithms are well adapted to industrial production line maintenance and precise agricultural planting, serving as carriers to unlock the value of computing power and data.

Data as the Wings: Activate the source vitality of collaboration through compliant data circulation, supporting closed-loop element interaction. Use the nationwide “one ledger” of data resources as a starting point, coordinate data system construction, improve basic regulations, and ensure security and compliance governance. Promote compliant sharing and circulation of industry data in the real economy, transforming dormant resources into production factors, forming a closed loop of “data feeding back into algorithms, algorithms driving computing power, and computing power activating data,” injecting endogenous momentum into element collaboration.

With the deep integration of these three elements, the comprehensive implementation of the “AI+” initiative can ensure that digital intelligence capabilities are rooted in real-world scenarios. Focus on key sectors such as agriculture and manufacturing, creating integrated solutions through collaborative element supply, and effectively converting collaboration advantages into tangible improvements in quality and efficiency of the real economy.

The “15th Five-Year Plan” period is a critical window for China’s digital intelligence development to take shape. Coordinating the development of the three key elements is not only an inevitable requirement for strengthening the foundation of digital intelligence but also a crucial support for cultivating new productive forces and seizing the global technological revolution opportunity. This will help continuously unleash the strong momentum of digital intelligence transformation to empower high-quality development.
