On March 22, Li Lecheng, Secretary of the Party Leadership Group and Minister of the Ministry of Industry and Information Technology, attended the China Development High-Level Forum 2026 Annual Conference and delivered a keynote speech on “Technological Innovation and Future Industry Development.” Li Lecheng stated that future industries are not a “solo” performance by any one country but a “concerto” of global innovation cooperation. China is sharing technological innovation achievements with countries around the world, working together to promote future industry development and benefit all humanity. Meanwhile, multinational companies are actively integrating into the future industry landscape.

Li Lecheng pointed out that the Ministry of Industry and Information Technology is earnestly implementing the decisions and deployments of the Party Central Committee and the State Council, working with relevant departments to actively cultivate and develop future industries, achieving a series of results. The layout of future industry tracks continues to improve, cutting-edge technology supply is steadily increasing, enterprise vitality is being unleashed, and the ecological system is being optimized.

Li Lecheng said that the Ministry of Industry and Information Technology will seize the opportunities of the times, leverage its own advantages, deepen open cooperation, and accelerate the innovative development of future industries. It will focus on overall planning and forward-looking layout, strengthen planning guidance, improve technological foresight mechanisms, coordinate the orderly construction of pilot zones for future industries, and guide regions to develop future industries based on their comparative advantages, adapting to local conditions and pursuing differentiated development.

In strengthening the supply of science and technology for future industries, the Ministry will systematically plan breakthroughs in original and leading technologies, promoting advances in quantum technology, biomanufacturing, hydrogen energy and nuclear fusion, brain-computer interfaces, embodied intelligence, 6G, and other fields, actively integrating into the global innovation network.

To enhance the role of enterprises as main actors, the Ministry will vigorously cultivate leading technology companies and high-tech enterprises with strong innovation capabilities, leveraging the technological and industrial resources of national high-tech zones, and accelerating the development of a number of internationally influential new tracks. It will optimize the ecological environment for future industry development, promote the deep integration of innovation chains, industrial chains, capital chains, and talent chains, improve innovation policies, strengthen financial support, and enhance the training of professionals related to future industries.

Focusing on improving the governance system for future industries, the Ministry will adhere to coordinated development and security, actively explore regulatory approaches suited to the characteristics of future industries, deepen international exchanges and cooperation, proactively connect with global innovation resources, participate actively in the formulation of international standards and rules, and strive to create an open, inclusive, safe, and orderly development environment.
