Trump can relax such restrictions without congressional approval. Discussions also involve providing an exit mechanism for Cuban President Miguel Díaz-Canel, allowing the Castro family to remain on the island, and deals related to ports, energy, and tourism. The U.S. government has indicated the possibility of lifting some sanctions. It is currently unclear what benefits the U.S. will gain from this agreement.
