Following a major crackdown by Cambodian authorities, another high-profile fraudster has been uncovered. After the arrest of Prince Group founder Cheon Joo, local police in mid-April apprehended 50-year-old Cambodian-Chinese Li Kuong. According to reports from Redstar News and PANews, Li Kuong was revealed to be not just a suspect but a central figure in an organized crime network.

Crime Empire Masquerading as Luxurious Assets

Li Kuong was once known as a “tycoon” in the community, accumulating vast wealth. He owned the Royal Garden complex in Sihanoukville, a landmark in the area, and operated extensive businesses across multiple regions including Mondulkiri Province. His business portfolio was highly diverse, spanning real estate, casinos, hotels, and construction, and initially even involved the timber industry. Having served as the president of the Sihanoukville Casino Association, he wielded significant influence over the local economy.

The Reality of Online Fraud and Illegal Detention

Investigations revealed that Li Kuong, who appeared to be a businessman on the surface, was actually an organized criminal. He used casino and hotel facilities as bases to illegally detain victims for extended periods and systematically organized online scams. It was uncovered that he played a core controlling role within a large-scale criminal network, beyond simple fraud activities.

Connection to Prince Group

Li Kuong’s arrest follows the exposure of Cheon Joo of Prince Group. This case suggests the existence of a large-scale fraud organization involved in a series of crimes, rather than the actions of a single individual. Cambodian authorities are expected to continue their investigations, which will likely reveal more related individuals, and the focus will be on uncovering the full scope of the criminal network associated with Prince Group.
