USDT scam warning at cafes and billiard halls: Two Chinese individuals prosecuted in Bac Ninh

The Bắc Ninh Provincial Police have issued a notice seeking victims related to an online social media scam on WeChat. According to the announcement, two Chinese nationals named Bi Shuang and Cui Feiyang (born in 1998) have been prosecuted and temporarily detained for investigation into charges of fraudulently stealing cash and high-value phones. The Bắc Ninh Police Investigation Agency (PC01) has issued an indictment and placed the two suspects in custody to continue expanding the investigation.

Sophisticated Fake Cryptocurrency Exchange Scams on WeChat

These two individuals carried out fraud schemes by impersonating investors or people needing to exchange USDT for Vietnamese dong. Using social media WeChat, they approached those seeking large transactions. Due to their lack of funds for expenses, they planned to target individuals likely to possess valuable assets, setting up scenarios to commit theft.

Their methods are highly repetitive, using familiar language to lure victims to public places such as cafes, billiard halls, and restaurants to create opportunities. During these times, one of the suspects would attempt to leave (usually through the back door or another exit) and escape with the victim’s assets.

Two consecutive thefts at cafes

The first incident occurred on January 8, 2026, when Bi Shuang and Cui Feiyang pretended to need to exchange USDT for Vietnamese dong to meet Mr. Liu Wei. After receiving 120 million VND from the victim, Bi Shuang claimed to need to leave first, while Cui Feiyang took the victim to Cảnh Đêm Hồ Sen (286 Hàn Thuyên Street, Kinh Bắc Ward, Bắc Ninh City). While the victim was busy eating and drinking, Cui Feiyang exploited the opportunity to leave through the back door and disappeared.

The second incident happened some time later, on January 26, 2026. This time, the suspects used a similar scam targeting Mr. Wang Chang Liang. They arranged to meet to buy three high-end iPhones (including 2 iPhone 17 Pro Max and 1 iPhone 14 Pro Max) worth about 93 million VND. After taking the phones under the pretext of checking quality, Bi Shuang and Cui Feiyang continued to lure the victim to a local restaurant and attempted to escape. The stolen iPhones were later sold to phone shops, and the proceeds were split among the suspects for personal expenses.

Police indictment and cooperation with the Chinese Embassy

At the police station, both Bi Shuang and Cui Feiyang admitted to all their fraudulent activities. The Bắc Ninh Police Investigation Agency (PC01) issued indictments and detention orders to continue the investigation.

Due to the international nature of the case, the Bắc Ninh Provincial People’s Committee Office sent a diplomatic note to the Chinese Embassy in Vietnam requesting cooperation in verifying the suspects’ identities and criminal records. Legal steps to protect the suspects’ rights are also being carried out according to international regulations.

The Bắc Ninh Police have issued a notice to find other related victims to expand the investigation.
