報告指出，非法實體透過穩定幣接收約 1410 億美元（五年最高），但主要高度集中於制裁規避和大規模洗錢網絡。制裁相關活動佔所有非法加密流動的 86%，俄羅斯相關的盧布掛鈎穩定幣 A7A5 處理了 720 億美元非法流入（占主導）。儘管絕對非法金額上升，但佔比下降反映合法使用（如支付、結算）爆炸式成長：2025 年多次月交易量超 1 萬億美元。TRM 強調，穩定幣已成為核心基礎設施，而非法活動高度集中於特定網絡（如 A7A5 生态），主流穩定幣（如 USDT、USDC）非法比例極低。
