The Senate passes government shutdown compromise plan, House faces critical "rule vote" test

Odaily Planet Daily reports that the Senate reached a bipartisan compromise on Monday night to end the current partial government shutdown, successfully overcoming a key obstacle and paving the way for the legislation to be voted on in the House on Tuesday. However, the bill may face a second procedural hurdle in the full House vote, known as the “Rule Vote.” This vote requires a simple majority to open debate and proceed to a final vote. House votes are often highly partisan, and Speaker Johnson needs nearly all Republican members to vote in unison to succeed. Since Congress failed to pass the remaining appropriations bills to Trump by January 30, the current partial government shutdown (affecting about 78% of federal agencies) has entered its third day. The House previously passed an initial bipartisan bill aimed at funding the government through the end of fiscal year 2026 (September 30), but Democrats collectively opposed the plan in protest of Trump’s immigration crackdown in Minneapolis.
